Frequently Asked Questions
The city just passed a levy for the parks, why can’t they use some of that money?
We appreciate the community's support in passing the P.R.I.D.E. levy, which funds our Parks & Recreation Department and maintains our 22 city parks. Major projects require careful long-term planning. Most levy funding covers personnel and operations to keep parks clean and safe. When prioritizing improvements, we consider infrastructure age, demand, and public feedback. We aim to make strategic enhancements that benefit everyone while maximizing resources, and we encourage continued community input as we improve our parks for future generations. (Answered by Louis Andres, Director of Public Works)
Why can't the city allocate a portion of the paving budget for this instead?
The City’s paving budget is restricted to use on “park roads” and “streets”. The restriction is tied to the ballot language that was passed by voters. Since this pavement was originally part of a park trail and not intended for vehicle traffic, those funds aren’t eligible for this project. (Answered by Louis Andres, Director of Public Works)
What part of this project will the city fund?
The City is willing to make the necessary drainage improvements (culverts, clearing debris, etc.) that must be completed before the trail can be resurfaced. (Answered by Louis Andres, Director of Public Works)
How much does buying asphalt work through the city save?
While exact savings won’t be known until bids are received, comparing this year’s resurfacing costs with a separate quote for paving Fox Glen independently shows a potential savings of about 20%. (Answered by Louis Andres, Director of Public Works)
What is the timeline for the project?
If sufficient donations are secured by November 1, 2025, this project will be included in the city’s 2026 budget. Once approved by the Council, bids will be accepted, paving the way for an expected completion by Spring 2026.
How can I be sure my donation is secure and directly supports this project?
The Richland Area of Chamber and Economic Development through the Richland Community Development Group (RCDG) will be the fiscal agent. They will set up a specific Sector for Fox Glen Park. RCDG will hold the moneys until the project is completed any additional funds raised will be held for maintenance.
How much does RCDG charge to manage the funds?
RCDG will charge $600 to manage these funds for a year.
Is my donation tax deductible?
RCDG, a recognized 501(c)(3) nonprofit organization, proudly serves as the fiscal agent for this project, ensuring that your generous donation is fully tax-deductible.
